Main complaint resolution methods

⚖️1. Local Ombudsman

OMBUDSMAN FOR LSGIS

A higher judicial body for lodging complaints about corruption, irregularities, abuse of power, and dereliction of duty against representatives or officials of local bodies. It is headed by a person holding the rank of a High Court Judge.

⚖️2. Local Tribunal

LSGI COURT

Court system for appealing decisions, orders, denial of licenses, cancellation of building permits, etc. taken by the Panchayat Administrative Committee or Secretary. Headquarters: Thiruvananthapuram.

💻3. Chief Minister's Portal

CMO PORTAL

Delays or other difficulties in Panchayat services can be brought to the attention of the Chief Minister directly online. The officials are responsible for resolving the complaints submitted through cmo.kerala.gov.in within the stipulated time.

📱4. K-Smart Portal

K-SMART CITIZEN PORTAL

Online single window system of the Local Government Department. Complaints related to local services can be submitted online and their real-time progress (Track Status) can be tracked without having to go directly to the Panchayat office.

🔍5. Vigilance Department

VACB

Complaints can be made directly to the Vigilance and Anti-Corruption Bureau against possible bribery, large-scale financial irregularities, and misappropriation of government funds in panchayat offices.
Hierarchy of complaints

    📌 First stage

    Panchayat Level

    Complaint should be filed with: Panchayat Secretary / President / Grievance Redressal Committee
    For local disputes and delays in applications, first complain directly to them and seek a solution.

    📌 Second stage

    District Level

    Complaint should be filed with: Joint Director / Deputy Director (LSGD)
    If a solution is not found at the panchayat level, a complaint can be filed with the Joint Director or Deputy Director, who is the district head.

    📌 Third stage

    Statutory / Legal Level

    Complaint to: Ombudsman/Tribunal
    These legal bodies can be approached if officials intentionally violate the law, engage in corruption, or deny due services.
